  • Vahan Harutyunyan
    Disaster Risk Management expert
    Vahan Harutyunyan is a disaster risk management (DRM), crisis management, and climate change adaptation specialist with around 12 years of professional experience and relevant academic background (From 2008 to 2017, he studied at the Crisis Management State Academy and obtained a Master’s degree in Crisis Management).

    His main areas of professional expertise include the development of sectoral legal and regulatory documents, conducting disaster and climate risk assessments at the community level, developing disaster risk management plans for communities and organizations, planning and conducting simulation exercises, developing training materials and delivering trainings, as well as providing consultancy services on DRM-related issues.

    In this context, Mr. Harutyunyan contributed to the improvement of the model format for Community Disaster Risk Management Plans and was a co-author of the updated “Local Level Risk Management” methodology. He has also supported and continues to support the development of the secondary legislative framework for the implementation of the RA Law on “Disaster Risk Management and Population Protection.”

    As part of a working group, Mr. Harutyunyan participated in disaster and climate risk assessments for 35 consolidated communities in Armenia, carrying out data verification and analysis, as well as developing schematic maps of hazards, capacities, and vulnerabilities. In recent years, he has developed disaster risk management plans for 12 communities.

    Within the framework of capacity development, Mr. Harutyunyan has worked with representatives of around 150 educational institutions, the rescue service, primary healthcare institutions, municipalities, local and international NGOs, and the private sector.

    During the 2021/2022 academic year, he lectured at the Armenian National Agrarian University, and during the 2024/2025 academic year, at the Crisis Management State Academy of Armenia. Throughout his professional career, he has completed numerous professional trainings on resilient cities, rapid environmental emergency assessment, geographic information systems (GIS) and remote sensing, the use of unmanned aerial vehicles (UAVs) in disaster risk management, crisis communication, reproductive health issues in emergencies, first aid, post-disaster needs assessment, post-disaster recovery, disaster loss data collection and analysis, and other related topics.

    Mr. Harutyunyan has also been engaged in volunteer activities with the Armenian Red Cross Society, the National Platform for Disaster Risk Reduction Foundation, the Armenian office of the German Red Cross, and the “House of Hope” charitable center.
